For one, you can just make up excuses: "Excuse me, do you know where the Gap is in this mall?" or "Do you know what time it is?" Whatever... It's not a line as much as it's a way to break the ice.

Making jokes about situation makes a good attempt at lighthearted banter. The idea is that - maybe she does want to meet you too, and all you need to do is break this invisible wall between you and you've got the ball rolling.
